Need some more details. What are the specs of wheels (widths/offsets)? What tire sizes are you running? How low are you? Coupe or Sedan?

It depends on the offsets of your wheels and the look you want. Usually your rear spacer size are higher to get the wheels to sit flush with the rear fender, which seems wider then the front, but the numbers depend on your current wheels offsets. You don't want to put 20/25mm spacers if you have low offsets. Use the link below to get an idea of the look you want and compare offsets with what you have and subtract the spacers size from your current wheels offsets to give you that low offset look.

For example if your wheels offsets are 30/35 and you get 20/25. Then subtract 30-20=10 for front and the same for the back and you will have the appearance as someone who has the same wheels with the offsets of 10mm in the front and rear. Hope this makes sense.

Neither are really better than the other, it depends on what look you are going for.

I'm pretty sure oem 18 are similar to oem 19 in terms of offset and the likes. I would go 25mm all around, I did that with my oem 19's and enjoyed it. I would possibly have even gone 25f/30r if I didn't plan on dropping lower than my zhtechs.
