"winding down" sound when braking

"winding down" sound when braking

Every time I brake to slow down (not slamming on the breaks) I hear this "winding down" almost like a powering down noise coming from the front I think. There's no metals clinking, nothing vibrating, just that subtle sound. I had the radio all the way down so idk if this is normal for cars, since no one really drives with no radio, hence one never hears it. Idk, let me know.

I would think its just the tires and it's not a big deal.
