How to take this bolt off?

How to take this bolt off?

Hello. I am lowered on BC racing coilovers and I tried to adjust my ride height and shock but I couldn't take off the 17mm bolt that held the shock collar. A guy used an impact wrench to tighten it so I guess that may be the reason why. I know there is another bolt on the other side that might need to be stabilized to take it off. Do I need to hold the other bolt to turn it? Do I need to use a breaker bar?

You have to use a wrench to hold the nut on the other side so it wont turn while your attempting to remove the actual bolt.

I have never used a breaker bar to remove this bolt & ive installed a couple of Gs coils before but give it a try if the above doesnt help.
