first.. i wouldn't resurface the rotors.. just get a new one..

is the marking all the way around the rotor?
if the mechanic is sure it's not a seized caliper.. why not try bleeding the brakes?
starting from the cheapest solution.. but once you figure out the problem.. i would also replace the rotor...
