Pulsing brakes mean your rotors are warped. It is an easy fix. You can pull them off and take them to a machine shop and have them "turned" which is smoothing them out and put on new pads and you're good to go. This is really an easy task and only requires basic hand tools and a jack (except for turning the rotors).

 

My brakes do not pulsate, but there is a loud moan when I drop below 25 mph under even light braking.
