I'm gonna call BS on the 300hp, unless he can provide a dyno sheet.
It's got great mileage for an 03' but it just depends on how much he beat on it.
Not sure I'd want to buy used with tranny mods either.
Not feeling the interior color and that its auto, but's that just my taste.

uhh transgo is awesome lol...that should influence the purchase more btw
Around here, that would be a steal at $9500. Like someone said above, take it to a mechanic and have it checked out. I wouldn't hesitate one bit to go take a look.
As far as the Transgo kit...I'm a 6MT guy, but I've heard good things about it.

300HP at the crank is possible with his mods, he didn't advertise WHP. Transgo shift kit is awesome. If everything is legit and in working order $9500 is a steal for that car with 64K miles. Can't find anything like that on the East coast. Do it.
I'm no expert here, but I checked for the obvious things: handling, acceleration, brakes, etc. Just how it drives overall; do you feel anything abnormal, are there any strange noises, are there any odd vibrations, etc.
I would also check for exterior damage. Look carefully for mismatched paint.
I believe some people experience problems with their rear axles. Whatever the issue is, you can hear a clicking sound at low speeds. I'll let someone else chime in here though because I'm not positive on what exactly the problem is.
Check the windows. They tend to go out a lot.
I also checked all the interior controls. Made sure A/C worked, radio worked, etc.
That's all I can think of off the top of my head. Give it a thorough look over and a proper test drive.

1. Window motors still working
2. Sunroof motor still works
3. A/C works while car is not in motion
4. BOSE Head Unit works. Most importantly CD changer and that speakers are all working
5. Seat rails on driver side is secure (chair not rocking)
6. Hood isn't bent at the hinges
7. No clicking sound when you shift from drive to reverse and vice versa...

I am located in that area and the Seattle area especially usually has pretty steep prices. For that area that is extremely cheap so I would get it thoroughly checked out car fax and a mechanic to look for things that could have been hidden from car fax. If it all checks out and you don't mind the ugly interior color and auto go for it.
