That probably explains why the Transport Canada guy couldn't get you any useful information (not that it is an excuse for that person's rude behavior). Importing European cars isn't very easy. They usually have different bumpers, immobilizers, emissions and noise laws. This is why importing Lotus Elises was almost impossible (other than for racing). There aren't any hard/fast rules, and Transport Canada doesn't keep eligibility lists for overseas. They do one off tests for these cars, but at your expense, and not before they arrive in Canada. The Transport Canada guys should have just told you there is no list, and that it is up to you to ensure that it meets Canada (or US) Vehicle Safety Standards.
All testing is done at your expense, and if it fails, the vehicle has to leave the country before it can be retested. However, if the car is 15 years or older, you can import them without having them meet the required standards (this is how most folks bring over JDM Skylines).
