Fender Rust
That looks pretty bad. I hope Infiniti comes through for you but I have my doubts. Either way, take care of it soon.
Right on Wayne. This is why I thoroughly hand wash that inner lip of the fender every week through out winter. I can rub my fingers in there and feel the salt and sand sitting there. I wash it out until I don't feel anything abrasive. It doesn't take much for rust to get started.
Luckily we don't have too much salt here. The City doesn't salt their roads but the region does salt theirs and so does Kitchener.

I just park mine outside and go away for most of the winter

When I was looking for a car last spring/summer, I saw quite a few Gs with this kind of rust. I was starting to thinks these cars just rust and perhaps I shouldn't be getting one. Then came across mine, zero rust on it, so I don't know, maybe it's just how well it's taken care of or where and when it's driven.
