Did I screw up my PC?

I just got a new 6" Porter-Cable polisher. After doing Meguires steps one and two, I noticed that the pad just spins freely when the PC is off. I don't remember it being loose like that when I started. The nut is tight on the backing plate. Is it supposed to spin like that?

I got mine from carcaresmart.com. I'm in Canada, so it was a quick transit to my place. Good price too - $220 at CDN tire, $170 at CarCareSmart. I think what I was noticing was the difference in movement depending on the pad you are using. I was using the firmer pad at first and it seems to spin more.
