I go through the same problem with my Work Meister. Usually it takes just over 30 minutes to clean each wheels. Usually i use Q-Tips for those hard to reach areas.

Griots garage has a boar's hair brush to do wheels. you'll probably need to
agitate it a little with car soap and rinse off.

after its clean, i only use QD (Prima Slick) to remove brake dust.

I clean those tough to reach areas with the P12S Metal Polishing Soap. It comes with a sponge and you just get it wet and wipe on the soap. It instantly has a rich lather that cleans the wheels and leaves a great shine too. For any really stuborn stains I use the P21S Finish Restorer, probably the strongest metal polish that I've used. This process isn't exactly fast but it works really well and is faster than many other methods I've used.

like boar's hair brush...

i wouldn't recommend using toothbrushes unless they are similar
hair. most nylon brushes will scratch.
