gunk on paint job- pic
soap and water, then try a bit of rubbing alchohol on a MF towel very lightly rubbing...
It should work... now after you get it off the alchohol will totally take off any wax... make sure to re-wax the area to protect it...
Oh.... have you tried to clay bar the area as well?
Good Luck.

I may be an idiot, but whenever something was stuck on my old car, I used gas and it took it right off with some rubbing. Just be sure to wipe it off quickly because I would imagine it would hurt your paint if left on there...

Clay bar first...if that doesn't work then try some"Bug and Tar" remover.
Stay away from gasoline or varsol/paint thinners.
Is the substance hard or soft and plyable? It looks like silicone in the picture.

Try cleaner wax or scratch removers 1st.

Isopropol alcohol in a 50-50% mix is used by many GREAT detailers to remove polish residue during detailing. So, it is not unusual by any means. I probably wouldn't use gas. You may want to use some locally available Scratch-X made by Meguiars. I wouldn't use rubbing compound either. You would have potential for instilling some marring.
You may also want to try a little WD 40, It works on removing everything from tar and gum to stickers etc. Put a little on a soft rag, apply on the spot....then try lightly rubbing the area.
If not try a mild polishing compound......
It may be something that ate thru the clear coat, and its discolored.
Good Luck
