Question about tiny white flecks on paint(road salts?)

This isn't about my car.

My friend has a black Audi A4 which he bought used several years ago. The paint is messed up and has tons of these tiny little white pieces stuck to the paint from front to back. Washing the car doesn't help and he never really tried to remove the pieces or detail his car.

So does anyone have any idea what these things are and how to remove them? Would a wash, claybar, polish, and wax do the trick or must we try something more drastic? I don't have a picture but these things look like salt and can sorta be scratched off with my fingertips.

claybar will remove them easily and safely. It sounds like it might be something off trees if he parks under them.

Could also be some kind of paint overspray. If you can feel these specks with your hand then clay will remove them.
