Headlight peeling

Headlight peeling

This may be a dumb question but I have to ask. I went to clean my car the other day and I noticed that the tops of both headlights are peeling. It kind of looks like when you get sunburned and your skin starts to peel. Why would the headlights do this? Do you guys think the previous owner might have put a clear cover on the headlights and if so how would I go about removing it? Any info would be a great help.

UV from the sun beats up on the plastic

Get some 3M plastic cleaner and some 3M plastic polish and get to work on them
