P21S wheel gel is personal favorite.
Neutral pH, gel clings to surfaces well, and let it sit for some time for stubborn grime and with some agitation, it will come right off.

I'm partial to Poorboy's Wheel Sealant myself. Stuff works great. Brought a local guy's brake-dusted-to-hell Volks back to life.

Is Poorboy's an LSP for wheels?
P21s is a cleaner that I like, I still haven't found a wheel wax/sealant LSP that I like.

you can use a dedicated wheel cleaner such as p21s gel wheel cleaner...

http://www.detailedimage.com/P21S-M1...l-Cleaner-P86/

let it sit in particularly contaminated areas before agitating with a wheel brush... personally, i use an all-purpose cleaner (i just feel that i can get more uses out of it than getting a separate wheel cleaner) and use a wheel brush... as a sealant, i use wheel wax which works great in preventing future brake-dust build ups (i prefer it much more over poorboy's wheel sealant)...

just be particularly careful about what you put on your wheels as using products that are too strong can leave permanent damage...

p.s. i used links for the products mentioned from detailedimage.com (as he is a sponsor of this site), but you can easily find them through other online retailers...

I like putting Zaino on my wheels to make cleaning easier.
