Paint Touch up Help

So my sister was backing out at night in her civic and ended up hitting and scratching my car on the drivers back door. she took it to a friend of hers to get it touched up but it doesnt have the pearl shine to it any more just an bland white with a rough feeling on the touch. He said it needs to be buffered and it will blend in with the color and look right. Any idea on that? Here are some pics so you guys can see what it looks like. Sorry if the lighting is off. Its right above the body side molding.

Your sisters friend is an idiot. Using a buffer would probably cut through it and definitely would not change the color. Looks like he used white-out. Only real way to fix that is to have the door repainted.
