wax on headlights?

I think I got what might be Zaino on my headlights. I don't exactly wax my headlights, but I can't explain what else it might be. Seems to be some kind of cloudy substance. It rubs off easy enough, but once I clean it off it seems to come right back. I can really only see it in the dark with the headlights on. I was thinking about getting some of Bat's overlays, but if I can't get them clean enough I don't think they'd stick properly. Any suggestions?

Thanks.

If you want an off the counter plastic cleaner PlasticX by Megs works pretty well. You need to really give it some elbow grease if you're doing it by hand, but it should work.

Plexus Plastic Cleaner and Polish is the best product I have found. Keeps heads and tails looking new.
