Yeah the box comes with 2 bolts, 1 for each side. The confusion comes because these bolts can also be used to (slightly) adjust camber if you aren't installing camber arms. In this case you would need 2 bolts for toe and 2 bolts for camber.

Most people just get these bolts for toe adjustment and get camber arms for camber adjustment.

^^^ great investment - your going to need it anyway. Since you got camber arms though - get some lockout washers so you dont have to mess with that stupid OVAL adjustment crap. All adjustments are made from the camber arm itself. AND you will NEVER have to mess with the oval adjustments again. Ive got some...cost me 15 at a shop.

Oh and if you need help installing the toe bolts - the kit comes with a template and I have the dremel and the bit to complete the install - you have to shave some of the metal so you more "adjustment" capabilities but Im sure you've seen the DIY.
