It's not that hard to figure out the rotational inertia of the wheels. We have an instrument in our lab. Basically, it is calculated by measuring the period it takes to oscillate back and forth against a known spring constant. The rotational inertia is proportional to the square of the radius.

True, it's not that hard to figure it out with instruments. What I meant was that just by knowing the dimensions of the wheel and the weight, you can't throw it into an equation and get the rotational inertia, like you could if the wheels were a constant density (or even a density that varied by a known formula)
