Replacing pulleys

I searched for a thread on this and didnt find one for stock pulleys, but i found one for the UR pulleys.

I have 62,000 miles on my g35C and i noticed the other day while changing the oil that my belts were dry rotted. I went to the auto part store and got a new serpentine belt and new A/C belt and i got home and opened the hood on the car....now there should be one pulley that hinges so the belt loosens. I found the pulley that hinges but the problem is when i put the socket on it and crank it nothing happens....? I also found the one that hinges on the A/C and it does the same thing..the bolt that holds the pulley on actually just tightens even more and the pulley doesnt hinge.

Has anyone ever changed the pulley belts on the car and had the same thing happen?

There are 2 adjuster bolts on the surpentine both of which are accessed from below. The bolts face straight down toward the ground.
