the instruction manual says that the pulleys comes with a 1MM thick steel sleeve pressed over the outer diameter of the hub on the rear of the pulley
(pre-installed)

but my pulley doesnt seem to have a steel sleeve pre-installed on the pulley(crank pulley)

is that normal or i'm i missing the steel sleeve?
