Help Getting Conflicting info on Parts for TT build

I have already a huge list of parts for my build.
However I was told at the onset I would not need a few parts. Now I realize that I need to go with a fuel return system. Thats fine but I am also being told that I need to purchase a ECU reflash to go with my UTEC piggy back system.
Has anyone else had to reflash there stock ECU as well as purchase a UTEC is equivlant? There is also talk of a cipher tool used for tuning

Fuel return is highly recommended. Please purchase a CJM! Stay AWAY from AAM!!!

You don't need a reflash with a Utec.

The boys from Altered are telling me I must reflash the ECU? TO remove the cold weather map?

As for the build I have had lots of input from lots of ships I am in canada and I do not have alot of support of this build.
AS for the tuen I have some local people but ultimatly will take it to the US for a full tune.
