Internals Upgrade vs. Buying Built Block

In the near future I am going to get to a point where I want to upgrade my internals to sustain increased HP for my APS TT and reliability concerns. The question I have is what are the pros and cons of purchasing a block that is already built vs. upgrading my current engine? What would be preferred? What is more cost effective?

getting a local shop to do your machine work will be cheaper BUT it way take u twice as long compared to buying a new built block from a vender. I got my built block built in 2 wks shipped. If u have the time then get it done locally and get a good shop to install it.
