what is rev up engine and this tsb oil thing??

i was thinking about getting a 2003 g35 and going turbo instead of a 2005 twin turbo mustang gt but now hearing bout this whole oil thing killing engines everywhere..im starting to back out..and what is a rev up engine or what years were they in??
