what about if i just trade it in?
Different states have different emissions laws but in CA you have to show smog cert upon sell - however, I'm not sure how old the car needs to be - I think its 4 yrs. I know you don’t have to smog a new car for 6 yrs, but for sell its sooner.
Check with your local DMV and ask what the smog requirements are for resell - if there are none, just let the buyer know.
This is a perfect example of why its important to keep OEM parts... and why not to buy a car that doesn’t have OEM parts (in addition to mods).

Whether it passes smog or not, if the owner gets caught by the police without any cats, its definately going to be a hefty fine.

pass any emissions tests. You can smell the difference in the exhaust without even looking under the car. In Ca. there's a major fine for using test
pipes not to mention it's possible to have your car impounded. I don't think
it's a good idea to sell you car with test pipes. Now you can ask yourself,
"Why did I ever sell my OEM cats?"

Presenting a passing smog test with uncovered Federal Violations is a fradulent transfer. At the minimum a court can come after you and force the restoration to oem at your cost in the future.
Many states will help the current owner track you down.
The problem the new owner has is proving they didn't do the deletion..........new pipes vs old rust corrosion goes a long way in proving the time of the Felony.
