Steering problem

Is there any reason why a car won't be able to turn left or right? It's a ford explorer

My father is having a problem. He told me that the car can only go foward and in reverse. He can't steer left or right. He did say some cap came off and some fluid overflowed. There was also a check engine and battery sign on.

How does low power steering fluid affect the car?

my father got his car towed and it turns out to be a steering belt problem
