Steering problem

Is there any reason why a car won't be able to turn left or right? It's a ford explorer

My father is having a problem. He told me that the car can only go foward and in reverse. He can't steer left or right. He did say some cap came off and some fluid overflowed. There was also a check engine and battery sign on.

How does low power steering fluid affect the car?

Low power steering fluid would just make it hard to turn, unless (depending how old/what year the car is) it may have seized something up by becoming over heated. If the steering wheel is locked... say by the anti-theft system or something then the wheel should still be able to be moved about 1/4 - 1/2 inch in either direction.
