radiator/ac condenser fan, are both suppose to spin?

I have an 04 coupe, and was wondering if you guys can confirm this. Are both fans suppose to spin when you turn the A/C on? Because on mine, only the passenger side fan spins, and the right one stays off.

I am having overheat issues when my car's engine is on but the car is sitting in one spot. When driving, the temperature is fine. Even when driving, and a/c off and all. I still feel the inside of the car pretty warm. Like under the steering wheel where my legs are. I can feel some sort of heat. I am driving with the windows down to keep cool. A/C will start blowing out warm-hot air after awhile, no matter how cold I set the temperature.

I have tested this on my friends 07 coupe, and when he turns his A/C on, both fans spin up. So I am assuming that the motor is bad on that fan and I need to get a new motor.

That part alone is $222 at the dealer just for the motor. But before I go ahead and purchase it. I would like to ask if you guys can run a test for me, and turn your a/c on and see if both fans spin.
