The VQ isn't going to increase substantially without FI. You can do all the bolt-ons: HFCs, dual exhaust, spacer & (mrev2 if revup), K&N filter and a good tune and thats all the low-hanging fruit. Depending on what exactly you get, new or used, etc, and if you do the work yourself or not you can easily spend $2500 and maybe get an extra 30-40bhp out of it. Anything more and you are talking big bucks... nitrous is also an option if you still want more.... light weight wheels, lightweight flywheel... cams... it just get's harder after that. Just search and read and learn and meet other people in your area is my best advice. Your're pretty much limited by your budget but don't expect to turn the VQ into a beast without FI and at least better internals. It's not a cheap engine to increase the performance.
