Why can I not solder the timing cover?

So I'm doing some polishing work on a timing cover and I'm also trying to fill in some rough spots

I got these aluminium soldering rods http://www.canadiantire.ca/AST/brows....jsp?locale=en

But for some reason the solder won't stick to the timing cover at all. I just falls off. Isn't the timing cover suppose to be made of aluminium, or am I mistaken?

Could be the metal is also real dirty. Needs to be super clean for it to stick right.
