How do i know if i need a ECU tune?

So I purchased plenum spacers, a cold air intake, a z tube and MAYBE in the future a motordyne xyz pipe or a full catback evo3 exhaust.
Will these mods make me lose power and require a ecu tune or are these bolt ons fine?

You won't necessarily need a tune but its highly recommended. Deal with the cats beforehand though.

What would the difference be from with or without a tune? And where can I even get a tune? Will my local mechanic do it?

You have to have an Uprev certified tuner do it, they will reprogram how the ECU runs the car. You can either go to a shop and be tuned on their dyno, or buy the cable and reflash yourself at home with a tune file sent to you via email
