Buddy Club Ground Wire Stablizer Kit?

Just wondering if any of you guys happen to be familiar with this particular kit or know someone that has it on there G. I've seen this listed on Ebay but haven't seen it anywhere else (not necessarily a good sign). They make some pretty good claims, and the setup looks real clean, but whether its practical or not is the real question.

From the picture, it looks like a couple of small capacitors in a box with some blue lights.

I can't see how it would make much of an impact. The G isn't in much need of voltage smoothing and even if it did, that setup looks too small to do it.
