Radiator Fans

I noticed that my car was overheating. So I popped open my hood and noticed only 1 fan was on (the passenger side fan) and that was for the A/C.

I'm not really smart with cars and don't really know what to do to take the next steps.

Should I just buy a new fan for the right side and put it in?
Since they're dual fans, would I have to buy the whole set?

How should I diagnose this problem if even after buying a new fan, it wouldn't work?
