P0462- Fuel Level Sensor "A" Circuit Low?

Hi all, so I have a CEL on with a P0462 code for my fuel level sensor. The fuel sensor on the dash constantly reads full, even when I know the tank isn't full. When I turn the car on, the needle on the dash moves up and down for the fuel sensor as it should, then it settles at full regardless of how much gas I actually have. When I went into the details of the code on my OBD2 scanner it just said System A: Open loop- has not yet satisfied conditions to go closed.

Any idea what this means? Could it be a bad relay/fuse or something? I know something clearly isn't working, just not sure how to go about fixing it, and I don't feel like taking it to a dealer where they'll try and sell me a whole new fuel pump...
