Well they test for lots of things, including notrous. Some people will run their car at the track with Nitrous then complain about oil consumption and take it to the dealer minus the bottle and try and get warantee work. They test the oil and then they will approve the engine rebuild or new engine.

The main reason is to detect any unseen issues that may be developing before they get really expensive. Secondary reason is to monitor the condition of your regular oil at your regular interval. I was changing my Mobil 1 at 7500 mile intervals and the analysis said it was still in great shape (TBN of 4.6) and to go to 9000 next time.

I changed to Mobil 1 extended performance and went to 9200. They said it still had TBN of 5.4 and to go to 12000 next time. So it can save you money in the long run. BTW, I would not go 12000 using the stock filter. I use only the Purolator PureOne 14610.

Also, my car is out of warrantee (over 70000 miles) so if you are under that, stick to the 7500 limit.

When is the best time to test your oil? Where do you send it? What is the cost? Does the testing facility have at kit that can be used?

Some people go crazy with analysis and do it every change, but its not necessary. I would just send a sample of the used oil at your next change. Then let them tell you what the proper mileage interval should be. If there is anything wrong, they will tell you. If nothing wrong, then an analysis every 24K or so should be good to keep tabs on how things are wearing. I wouldnt start analyzing a VQ before it gets 12K or so on it because these engines dont really wear in and get stable on wear metals until then. Alot of guys send it a sample on a newer motor and get all nervous that the motor is wearing badly.

Kit can be had here http://www.blackstone-labs.com/free_test_kit.html
