Had these Painted professionally a while back. im not running them anymore so these are up for sale.

they are painted black. so you would have to run these without the bulbs.

no its not plastidipped.
its smooth. the light is misleading.

well they werent painted by me. painted by my body shop when i had my bumper resprayed.
