How can I clean the surface rust off my rotors on areas where the pads don't rub the rust off? It's on the surface of the rotors and top of the rotors.

just buy some rustoleum paint, in whatever color you prefer.
I use hammered aluminium & it looks pretty good.
black would be fine also.
no prep needed just spray it on!
