Yeah it is 100% clear as you can see in the picture... i may bring in the whole thing to court lol that'd be great!

That's really amazing that you would get pulled over for something like that. It's obviously clear, so I don't see a problem. With all this budget cut talk here you would think that they would focus their efforts on more serious matters.

Yeah that's what i'm sayin!!! plus the guy was a real *** hole to me! it was like he thought i stole the car he was checkin the vin number w/my registration and kept me there for 45 min!

Before you consider going to court with this check the state and local laws
about covering license plates. Quite often states have laws disallowing anything covering the plate, tinted or clear. Bottom line you were pulled over
because of your age and the type of car you drive! Once he stopped you
it was his duty to find something to write, he did. If you lived in my state
he might have impounded your car for suspicion of illegal modifications, intake, headers and test pipes. Two of which don't come with CO# which
make them illegal to run on the street, you might even consider yourself lucky.

so basically, what i have does not effect the visibility from any angle with or without flash on a camera or headlights... it does not do anything, it's freakin CLEAR!!!!

They are certainly trying to limit the clear covers that dissipate the flash from a camera. Unfortunately, I believe this could be read to mean no coverings of any kind. Technically any cover makes a tag harder to read. Maybe the difference isn't actually noticeable, but it could be argued that it does.
If the ticked is just for the money, and does not count against your license (there are no points), I would probably just pay it. I'd be afraid the judge would order your car to be looked at further, which might not be so good.
Just my opinion. You might go to court and beat it, but I wouldn't try.

Yeah thats been a big issue for me. I've gotten tagged for it 3 times already and whats funny is I always think it's cause of my exhaust but it's because of the license plate border. Whats funny is everytime I go to traffic court they dismiss it. The last time the magistrate said "thats what you are getting pulled over for nowadays....geesh they must be bored".

I don't know but the ticket's for 91 bucks, i thought it would just be a ticket where if you take it back and fix it you pay like 5 bucks and they dismiss everything. I dunno i guess it's worth a phone call to my lawyer...
