When you buy an exhaust and it says cat-back, it means the exhaust that you buy starts from the back of the catalytic convertor all the way to the muffler tip.

no cat means just straight (test) pipes are present with no material to catalyze the burning of exhaust gases leaving the engine. Bad for the environment, smelly, but great to boost performance a notch.

Emission tampering [making any change to cats or from the cats to the engine] [for first 100,000 miles] is a violation of the Federal Clean Air ACT and thus a felony [usually enforced by the states]. Subjecting owner and the person that commits the tampering to an up to $10,000 fine.

Illegal to sell an emission tampered vehicle, to do so is fraud because you must submit an emission certificate which cannot be valid if such tampering has occured.

AS IS does not protect the seller from future legal enforcement to return the sold vehicle to oem emission status.

Few get caught but the ones that do face expensive situations.
