rpm problems on a twin turbo G35

I have a G35 twin turbo with HKS EVC Boost Controller...... high and low boost i can't go pass 5k rpm ( sound like vrooommm...pooooooooop at 5k LOL) my boost controller reads P.H/peaking at 13.1 psi on high boost . So I jacked up my car and I look underneth my car and my wastegate/vaccum hose is disconnected, so I reconnected the hose. Once I fixed my hose from the wastegate I test drove the car. I pushed the gas on low boost the rpm didn't have any problems stopping at high rpm. I test on high boost it won't let me go pass 6k rpm it did the same thing be4 and my boost controller reads p.h./peaking at 12.0 and low boost p.h/peaking at 8.0. Any suggestions what else could it be? Retune?

Low boost 6
high boost 9
