Less incentive for engine mods in CA

Well, this just plain sucks - I suspect us folks in California are going to have to be not just smog-legal, but greenhouse gas-legal at some point in the near future (http://sfgate.com/cgi-bin/article.cg...GDAK90DS1.DTL).

The bill, AB32 is addressed (http://www.leginfo.ca.gov/cgi-bin/po...B&author=nunez) generally to controlling greenhouse gas emissions, but I've got a feeling we can expect tighter regulations soon.
