HVAC Control Button Stays Illuminated When Off?

HVAC Control Button Stays Illuminated When Off?
Noticed today when I turned off my HAVC controls, that the re-circ button still stayed illuminated when the system was off is this normal?
(The button with the arrow going through the car windshield)
