It doesn't sound like a fuse.
If it was a fuse it wouldn't turn on period.
Sounds more like you have some wire grounded
or a problem with a switch that activates that circuit.

I had the same problem in my Cavailer back in the day turns out thier is a brakes spring on the on the brake pedal that was broken and the pedal will drop a little bit causing the lights to go on and drain the battery...it's like a $3 fix and you should be good to go...GL

If you look at the brake pedal assembly, you should see some sort of switch which makes contact with the arm of the brake assembly. It usually high up on the arm of the brake pedal, so you need to get in the foot well area and look for it. That switch is probably what went bad.....It shouldn't be alot of money, and very easy to replace......I have replaced a couple over the years.

Check the rubber bumper that depresses the brake switch. If it's an old vehicle, it can become brittle and fall off. When it does, it leaves a hole and there is nothing for the switch to close in on, then the lights remain on.

I would say check on the brake switch which is right behind the brake pedal. The switch have like a little on/off piece that is spring loaded and will stick out when you're not stepping on your brake. This mean that there is a close circuit and it will send a 5v signal to allow the light to come on. When you step on your brake, the piece behind the pedal push the switch in and that allows an open circuit which cut off 5v signal and you shouldn't have any brake light on. I want to say the gates inside the switch is bad and it allowing an open signal to flow through continuosly. Check it out....It shouldn't cost that much. After 5 years in AutoParts business, I get this all the time....and this is mostly the problem.

Thanks...If you have more question. PM me.
