Just curious, but those who have had their motors covered by insurance - what part of the policy covers these kinds of situations?

I think in my case of hydro-locking, it is covered under comprehensive and not collision. Comprehensive includes stuff like water and hail, and I forgot what others, but I've managed to encounter both.
