Seatbelt Stuck

On my wifes 2003 G sedan the passenger side front seatbelt is locked. I have tried to free it up by letting it retract but I have had no luck with it. I think the problem with it is that there is not enough slack in the belt to retract enough to unlock it. The way it sits now is the adjuster is all the way down and the seatbelt is completely retracted. I was thinking of pulling the bolt out that anchors the belt to the floor board to allow for some extra slack to unlock it, however Im not sure if that will fix it. Also the car is not under warranty anymore but is there a special warranty about the saftey equipment? Like if it malfunctions regardless if the car is under the standard warranty or not. If so Im not touching it but if there is no warranty then I guess I will have to because Im not going to pay the dealership to fix it.

seatbelts have a 10 year warranty i believe

this may sound stupid, but make sure the seatbelt is not caught in the door. This has happened to me while I was driving and I tried to retract it, but since part was caught in my door, it wouldn't free up the locking mechanism
