I'm going to be wanting to paint my rims some shade of black, most likely glossy black to match my car. Is powder coating the best thing for it? Will it chip when I take off the rims and tires?

Where is a good place to get it done in the bay area (California) everywhere I called its $800 which is crazy amount. Please let me know thanks!
