what does this mean? Since you don't have a budget, don't do anything. For you, less is more.

then i would suggest you drop it and get some 20/25mm spacers. no powdercoating please. if all else fails, leave it as is.....stock. or you could paint it, slam it, and throw some lip on it...

Listen, try to save a little by little everyweek as much as you can. Thats what I did when I was in HS and do a lot of research and buy parts that truely make a difference in aesthetics or performance. Since you are not allowed to buy rims keep stock. Painted small stock wheels will ruin the car and make it look ghetto (just like your billet grill).

So once again get the ebay lip
Taillight tint (Its cheap, but I personally hate that look on the G's)
Some used springs for a nice drop
Z-tube and a Pop charger

wow HS huh? well thats a hard one unless your a son of a rich family...yep yep save that lunch money!!! if i were you...I would get a drop and tint out the windows that will give you that clean look... then save your money to get the parts you really want and please try to stay away from suck in deals (ahem billet grill) oh and ask around like what your doing these people saved me from buying use-less sides...other than that if you are ever interested in a gialla grill just give me the heads up...
