Scam?..
I manage my family businesses website. It is easy to spot scammers compared to other transactions. The main thing which raises red flags is when the shipping address is in an entirely different state than the billing address as well as the names not matching.
Some are easy to spot, others aren't. They should be able to verify the charge through their merchant service, not by hounding the customer.
TL;Dr....unless you had it shipping to another name/state I don't see why they asked for this info.

Same billing and shipping address. I've been stationed in Oklahoma for 8 years now and ordered countless things, some even over $1,000 and not once have I ever been asked for such, but then again this was one of my largest purchases and it was obviously over a grand.
I received an email today saying that they where placing the order with Vortech, so I was right about them being a middle man.
Just would much rather be safe than sorry...
Vortech themselves offered me the exact kit for $3,801.50 + $73 shipping with a military discount. I got it a few bucks cheaper than that and shipped for free, so I can't complain there. Just waiting on the shipping info.

I've managed web sites since the early '90s, and I've never heard of this level/type of verification. It sounds as though they may also be a middle man for credit card processing as well--i.e. using someone else who has a direct relationship with the card companies/clearinghouses. Having been either an information security officer or the manager to whom the ISO reports for many years, I can also say that e-mailing the details they requested would be a horrible breach of accepted security guidelines/standards.
