Anybody know legit sources to pay for a license plate search?

Under a federal privacy law, the Driver's Privacy Protection Act, you as a private citizen cannot & will not be able to obtain, or have access to, any personal information that can be obtained from a vehicle registration in the US

 

You can get some information from carfax with a license plate number.

 

Any citizen can get it with reason, I don't feel like going that route. Any citizen can pay for it as well if there's a cop or private investigator obtaining it.

I just want to know where to get it that isn't outdated and a scam

 

I know someone in here has done this. A car keeps parking outside my house and i want to run their plate. I would wait around for them to come but my work hours don't allow it and there's nobody else home. And I'm not going to call impound either. I just want to see who they are and contact them that way
