Can't you buy locking valve stem caps? I think Nismo makes them. Put those on, then hide in the bushes with some binoculers and an air rifle.

Buy a 12V portable car air compressor for $50 and throw it in the trunk. Don't have air in your tires? After 5 minutes per tire you do now.
