is the car tuned? will it come with the aftermarket front and rear bumpers or were these sold. does it have a clean title? how much rear wheel hp?

I have relatives in California (Santa Barbara), but I live just over the border in Nevada. Do you mean that the new owner has to register in CA? What are the details?
