They don't increase downforce. They decrease turbulence under the vehicle for less drag.

They don't increase downforce, they eliminate what little lift (or "up"force, if you will) that is left, creating zero-lift aerodynamics. Stable at high speeds.. the car doesn't get squirrely and want to fly off the road.
